Teen then elected to go to Penang and at his

request I telegraphed to the Governor of the Straits Settlements

to ask whether he would be allowed to land and reside there,

Pending his departure from the Colony I have

given him accomodation in the vacant quarters of the Superintend- -ent of the Gaol where it is an easy matter to ensure his personal

afety.

I have sent a copy of this Despruch to is llajesty's Chargé d'Affaires at Peking.
